Colin MacPhee had been a 34 years career Civil Servant in the UK. He held a number of positions in the Department of the Environment and the Ministry of Defence. These encompassed construction projects, procurement and sales of assets and services, maintenance of historic buildings, environmental protection and defence research.

Since 1994, Mr. MacPhee worked in the Ministry of Defence Disposal Services Agency, retiring as Deputy Chief Executive in March 2007. In that period the DSA raised around £700m for the UK taxpayer from the sale and recycling of residual assets. Mr. MacPhee established a network of specialist contractors with expertise in recycling, feedstock and residual asset management. This enabled the DSA to become a service provider across the UK public sector.
As Deputy Chief Executive, Mr. MacPhee directed projects in waste management including the production of bio diesel from used cooking oil, recycling centres of excellence and created the first secure MOD transactional website on the internet (eDisposals.com).
Mr. MacPhee has now established a MacPhee Consulting advising on Residual and Waste Asset Management with specialization in waste technologies using Startech PCS.
