President of POLUS Technologies, Inc. for the past two years. The company addresses technical, management, and strategic issues for small and medium sized organizations. In addition he serves as Vice President of POLUS Technologies International, LTD, Katowice, Poland. That company's mission is to address "privatization" issues facing the Polish Government and its voivodships.

Dr. Frank served as Deputy Assistant Secretary for the Office of Science and Technology at the U.S. Department of Energy (DOE). In this role he led federal efforts to sustain the environment and create economic prosperity by developing innovative and cost-effective solutions to the hazardous waste problems resulting from 50 years of nuclear weapons production. Directing an annual budget of close to a half billion dollars, Dr. Frank focused on meeting DOE needs relating to environmental restoration, waste management, economic development, and facilities transfer and decommissioning. By bringing together experts from academia, the federal government, and the private sector, he coordinated a wide range of research and development as well as domestic and international technology transfer activities. For these efforts he received a PMRS Performance award in 1990; Senior Executive Awards in 1991, 1992, and 1993; and a Presidential Meritorious Award in 1994. In 1995 Dr. Frank received an Honorary Doctorate from The Medical University of South Carolina for his outstanding contribution to environmental health programs. In addition, Dr. Frank has received numerous awards, including the Seventh Honorary "Gold Membership Card" from the International Union of Operating Engineers for his contributions to occupational safety and health and a humanitarian award from the government of the Ukraine for contributing to the health and welfare of the children of that country. In 1997 Dr. Frank was recognized by DOE for initiating, and successfully managing the world's largest environmental research and development program. During his tenure at DOE he initiated and maintained numerous bilateral international agreements relating to nuclear waste including the Soviet Union, Argentina, and England.

Prior to being named Deputy Assistant Secretary at DOE, Dr. Frank was employed by EG&G at the Idaho National Engineering Laboratory from 1982 to 1989. During his tenure included Director for the Center for Waste Technology Development, Manager for Chemical Sciences, Acting Assistant Manager of the Science and Technology Department, and Director of Intelligence Programs. Dr. Frank's activities at the Laboratory earned him the distinction of being one of only five people in the facility's history to hold the highest technical rating of Scientific and Engineering Fellow.

From 1966 to 1982, Dr. Frank was a professor on the faculty of The University of Iowa. In addition, Dr. Frank has served the U.S. Environmental Protection Agency as a consultant and as a visiting scientist focusing on environmental and pollutant pathways. He has worked with the Polish Environmental Pollution Abatement Center and industry advising on environmental and occupational safety and health issues.

Dr. Frank holds a B.S. in Chemistry and a B.S. in Education from Truman State University (1962) and a Ph.D. in Chemistry from Kansas State University (1966). He is the author of approximately 100 publications in the areas of chemistry, environmental management, pollution control, and toxicology, and has given over 500 technical presentations. In 1999, Dr. Frank was presented the American Society for Mechanical Engineers Dixy Lee Ray Medal for his contributions to environmental excellence.
